PSC in confusion over SLC grading system

KATHMANDU,June 28:The Public Service Commission (PSC) is in a state of confusion over what should be the qualifying grade and GPA score for SLC graduates to participate in Civil Service Exams.


SLC is still considered the minimum qualification to appear in the civil service examinations for the positions of non-gazetted officer. However, the government is yet to finalize the qualifying GPA score and grade for allowing SLC graduates to appear in the exam.


“We need to change some provisions related to the qualification for applicants to the post of non-gazetted officer,” Umesh Prasad Mainali, chairperson of PSC, told Republica on Monday.


“We have already started discussion with some government bodies as to finalize the GPA scores and grades.”


He said that before opening new vacancy notice for the post, they will set the criteria for SLC graduates.


Meanwhile, the Higher Secondary Education Board (HSEB) has already decided that students who have scored at least 1.6 GPA will be eligible for enrolling in grade 11.


The new system has also raised a question whether grade 10 could be the minimum qualification for civil service. The newly endorsed eighth amendment of the Education Act 1972 has provisioned for conducting SLC exams at grade 12 instead of grade 10 under the existing system.


Laxmi Bilas Koirala, spokesperson at the PSC, said that they have already started holding discussion with the Ministry of Education and other focal government bodies.


“We are discussing the new provisions with the concerned government bodies,” he added.


 Ministry of General Administration (MoGA), has also shown interest over changing the current provision for the GPA score for the civil service.


“The HSEB has fixed 1.6 GPA as the eligibility criteria for grade 11,” Neeta Pokharel Aryal, spokeswoman at MoGA, told Republica.


“We may also consider the same GPA as qualifying score for entering to civil service.”
